Even an electric item that is plugged in but turned off is a fire hazard. Depending on the quality of the product, whether or not it's plugged into an extension cord or if it's rated for outdoor use or how much it's exposed to the elements will affect it's safe use. One potential problem is that a rodent (squirrel, mouse, whatever) could chew on the blanket and damage the wiring making it very unsafe for use. If you have folded it anywhere, that can create hot spots that are a fire hazard. If your rooster is a hardy breed he would prob be warm enough w just a plain blanket (or two) over his cage. When I bred mice on my back porch I would run a couple of towels in the dryer, lay them over the 5 gallon tanks w a bedspread or large towel over the warm ones to hold the heat as long as possible. This was more than ever needed to be done of course but it made me happy LOL. If you really think you need the electric blanket, use it only while someone is home unplug it when the family goes to sleep or leaves the house. Even after it's off it will remain warm.
