What are some good cleaning chemicals for stove-tops?

I've got an electrical stove with the burners, and I'm finding it real hard to scrub the rusty burn stains offAny suggestions?And is it a good idea to place aluminum foil over the stove-top to make it easier to clean?

Don't put foil over the stove top! All that will end up doing to make it harder to clean in the long runThe spills will happen any way and the foil will stick fast and you'll have a bigger messAnd the foil will change the way the heat reflects to the pan and could concentrate heat where it's not supposed to beFirst, get some Barkeeper's FriendIt's a cheap powdered cleanser that is wonderfulIt's not so abrasive that it's going to damage the finish but it will take the stains offMight want to damped the area, sprinkle on the cleanser and let it lay (to work) for 15 minutes or so then scrubMight have to wipe the area several times to get all the residue offThere are non-stick drip pans available for electric stovesThe real key here is clean up before the spills end up burned onA quick wipe when the spill happens takes seconds; later it's going to take a lot longer I personally don't use oven cleaner; too many caustic fumesA steamer is another option that works great on any stoveAnd you will find a lot of other uses for the steamer (floors, counters, cabinets, windows, wood work, mirrors, bathroom fixtures to name a few) and with the steamer, you're not using any hazardous chemicalsMuch better for you and the environment!
