It has nothing to do with that. There is no vortex around the Earth and the fact that the Earth is rotating is irrelevant. Gravity does distort time. Time on Earth passes slightly slower due to the Earth's gravity. But this is true of any object's gravity, not because there's some kind of vortex. The military has a bunch of satellites in orbit, which is how our GPS systems work. These GPS satellites have very accurate clocks on board. These clocks have to be adjusted every single day because they run fast. Because the satellites are farther from the Earth than we are so experience slightly less gravity, therefore time passes faster there than here so the clocks run faster than those on the Earth. However you're only talking about milliseconds here. Still it's enough to cause errors in the GPS system if it's not corrected for. I've heard that GPS would be about 6 miles off per day if not corrected for. The more massive an object is the more gravity it has therefore the more it distorts time.
