Generators use the steam from the boilers to make energy to run turbines. The steam creates the kinetic energy needed to make them work. I also think that they cool the water down so they can heat it back up and harness the steam they need.
Boilers provide cheaper source of heat energy for producing steam (used for various purposes: e.g. heating of process tanks) as bunker and other cheaper forms of petroleum oil may be used to operate some boilers.
Steam generated from boiler may be used for many different puposes like - To heat up viscous liquids to make them flow or pumpable - Heat Heavy fuel oil to reduce its viscosity before firing in boiler/IC engines - Used to drive turbines to produce electricity -Steam may be used as a fire fighting media in some enclosed spaces.
The boiler and cooling tower provide control of temperature for the plant operations and processes. Since so many physical and chemical processes are dependent on holding the temperature very well within a certain range, the boiler is indispensable to the chemical plant. In a refinery, the biggest boiler job is boiling crude oil, which separates, rises and is collected in the fractionating towers. This is roughly how we get our gasoline and diesel, as well as asphalt and propane.
In a chemical plant, boilers can be used as a heat source for the various processes, to drive steam turbines for pumps, compressors, blowers and generators. In some cases, the turbine's exhaust can be used as a heat source for some of the processes. in other cases the turbines exhaust to a steam condenser.
