there's a spring loaded park mechanism it is frozen. you may get rid of the wiper hands, the canopy, and the plastic cover over the park mechanism on the motor. Soak it down with PB Blaster penetrating oil. look at the metallic tab that the spring lever could stop against to make useful that isn't any longer too low. Run the motor and park it to verify the way it works.
