A blanket is not likely to help, it doesn't have enough density. The problem is the floors are made from wood (I assume they are not concrete!) Wood is a good conductor of sound and vibration. You could try a thick pad, similar to a gym mat, but that would be costly. Best bet - try to work it out with your landlord as to what time you can run the treadmill. Maybe moving it to a different room would reduce what he hears but I seriously doubt you will be reasonably able to eliminate the vibes.

Sway bar links usually wear out first and are much cheaper to replace. Make sure you have a trust worthy mechanic.
