I am adding this comment as I googledthe exact question and this post keeps coming up but I never got the right answer what I did was called the council which told me it would be a 400 pound charge so I emailed my local fire station who is moving it me for free so for those who are wanting to have a drive you can railway have it moved cost free my hydrant sign was on my wall which I wanted to take down for the drive hope this helps future people
