Jack Russells are very excitable. I've never known one who could control his/her bladder when excited. Just make sure she gets praise when she goes outside or on paper and gets your back when she breaks the rule and pees, etc indoors. Start with only allowing her in one room. It's punishment for her and she will see it that way. Line the entire room with paper. You're basically going to have to start over. When she goes on the paper, praise her. When she goes and does her business outside, praise her. Slowly shrink the amount of paper in the room and keep it moving toward the door. Then praise her if she goes on the paper, but even more if she asks to go outside to do her thing. If she comes back in and misses the paper, scold her and turn your back on her. Once she stops getting attention when she does it wrong, she'll do everything she can to do it right. She's very social. It's like a timeout when you ignore her. She'll get the idea.
A rubber sheet is best used under the bottom sheet if it has a chance of getting wet by whatever means. Wipe the sheet off with some Murphy's Oil Soap spray often, as it will eliminate any odors. Let it dry thoroughly before using it again.
