Acetone works pretty well, just keep it off paint and your skin. It they are just packed with road grime or dirt, just wash the bike and pay particular attention to the brake area.
Clean the brake pads. The brake material gets embedded with brake dust and road debris. Remove the pads from the caliper. Score the pads with a wire brush to remove the loose stuff. Clean the pads with brake cleaner (available at bike shops and auto parts stores). Spray the brake disk (both sides) with the brake cleaner and wipe them with clean paper towels. Clean them until the towels no longer get dirty from the cleaning process.
