they have the same look as a regular bicycle, but the have loud motors and run on gas? I see people ride them on the street all the time around here. are they street legal?

It's called a motorized bicycle. They sell kits to convert a bicycle into one for about 150-200 dollars.
A picture would be nice. But yeah I seen a kit you can buy that has a gas motor you can attach to almost any bicycle. Anything 90cc and under I believe is legal to use without getting insurance, tags and a licence.
They really are just bicycles that someone has attached a motor to. Some people build their own motorized bicycle using a chainsaw or weedeater motor, but there are also kits that you can buy. Are they street legal? Generally, it is legal to ride one wherever it is legal to ride a bike. They are not considered motorcycles unless they have a certain size motor (usually at least 50cc). Depending on where you live, you might not even need a driver's license to operate it on city streets.
