What are those green, copper, and blue things at the end of the I-520 bridge in Lake Washington in Seattle?

They are in the water on cement pedestals, and have a reverse pyramid form. I have also seen the blue/copper/green sheet metal motif on another building around Seattle.

They are the Nellie Cornish Sculptures - donated by Nellie Cornish, the founder of Cornish School of the arts. When functioning, they are water fountains. They were donated to the Washington Dept of Transporation, and were placed on cement supports that had been built but never used. So the short answer is that they are ART!
i would really like to know what they are i m from seattle and have seen them also
