What are those little blocks on cables for? magnetic shielding? a filter?

I‘m talking about the little round black things that clip around the cable and are fairly heavy, normally with the cable running a loop through it.

You gave the answer yourself, it's for electromagnetic shielding.
They are iron powder (ferrite), and are used to stop electromagnetic radiation from, or stop interference from external electromagnetic radiation, interfering with the intended function of equipment. They form a choke, and are therefore somewhat of a filter also.
