What are those plastic bags for on windshield wipers?

I see cars sometimes driving around with a plastic sleeve on their windshield wiper (usually the rear one). This makes no sense to me, does it make sense to you? It‘s a windshiled wiper, why are they protecting it? From getting wet?!I assume that they are put on at car washes for some reason? Sometimes the car looks new, so maybe on new cars? But again, why is someone going out of their way to protect a windshield wiper that is made to clear away water anyway????Thanks.

I have never seen this and it sounds dumb to me

its 2 fold , one is to keep ice from building up inside the wiper, ice in the wiper doesn't let it set on the windshield correctly, so it doesn't work right. but a religious group was putting these on as a sign that you belonged to them so they go into a parking area and put one on every ones car. and whatawaste im in michigan too. waitin for spring
