Plastics as far as my knowledge goes are not water soluble,if they were then there would have been no problem for their recycling.And otherwise there would have been problem for the use of plastics as water proofing material.
The only plastics that are water soluble are organic plastics made from cellulose. Cellulose is what builds the cell walls in plants (stems, bark), so we can now use it to make clear, reusable plastic. I'm not sure if it's necessarily SOLUBLE in water, as this would be quite an achievement, but it's surely the most environmentally friendly.
