What can I do about a recurrent, noisy, car alarm?

I live in a downtown area, but my street is all residential apartments. Recently, someone has been parking their car on the street right outside my window (a newish looking Dodge) overnight, 3 times in the last week. It has an incredibly annoying alarm that is basically the car honking on and off for 4-5 minutes. The alarm also goes off with the slightest gust of wind. When it‘s parked here early in the night, it goes off pretty much constantly. I‘ve watched it, and a large-ish group of people walking by or anything that drives within 3 feet of it sets it off. Because this is a downtown/apartment area, I have no way of knowing whose car this is. There‘s just too many people. This is also a college town, so it could be a transient student.Is there ANYTHING I can do about this? Would calling security/police do any good? Any creative ideas? Also, out of curiosity, if it goes off constantly, will it run out of batteries at one point?

The owner could set the sensitivity to a lower level. Leave a note on the car and ask them to do so nicely. If that does not work, take there license plates off and throw them away. Then call the cops and say someone has abandoned the car and they will come and tow it away. Yes the battery will go dead if the vehicle is not started so another Idea is to get a bucket of gravel and keep tossing a piece down on to the car to set off the alarm. The battery will go dead in one evening of doing this constantly. Good Luck!
The amount of power to run the alarm is small. It would have to be set off 100's of times before it effected the battery. Leave a note on the car and explain to them how sensitive it is. That you have noticed people walking near it and it goes off. That its annoying to the neighborhood and those trying to get sleep so they can get to work or class. Ask them to adjust the sensitivity level on the alarm so its not so bad. Most have a screw on them to make them more or less sensitive. Worse case, I guess you could call the cops and report it as a disturbing of the peace. Same as a dog barking or such. If the cop drives by and it goes off. He might himself have it towed. Best is to start nice, leave a friendly note. Then like any child that doesn't listen. stiffen the penalty as you go.
Call the cops. Tell them that you think someone is breaking into the car. The might have to get a hold of the guy. Leave the owner a note. If nothing happens get creative.
