What can I do to my windows to get more privacy and create a sound barrier?

I live in an older brick bungalow on what's become a rather busy corner. There's a lot of foot traffic that goes by within 10 ft. of my den windows, where we spend most of our time. I don't like feeling so exposed, and passersby can be loud at times. The two windows are about 3' x 5'. I really wish the bottom of the windows weren't so low. Half-height windows would be sufficient. What would be the most inexpensive and aesthetically pleasing solution? I can't afford to just tear out a brick and plaster wall and rebuild it.

Answer:

Use insulated drapes. Make sure that they cover the entire window and keep them closed.
They make a variety of privacy decorative film sold at Lowes that you can put directly on the glass,I used it in a bathroom window, it just sticks on with no glue and stays on for years, maybe you could go half way if you still want to see out but it wont do anything for you noise problem
