What causes one windshield wiper arm to not operate while the other one operates fine?

Is it the motor, or maybe an easier fix?

Answer:

Its not the motor,its the wiper arms one has fallen off.Take the front besal off to access the wiper arms.Could be an easy fix, as simple as a rubber bushing.

this question has many many possible direcions to follow. 1st off is the arm still but the shaft moving? there is a soft metal cog that the motor has just under the wiper arm thats been known to strip and if the blade/arm is stuck due to ice etc the cog can spin in the arm. #2 many cars had a single motor under the dash and an offest pivit driving two seperate arms, once again I have seen where the clip that holds the arms on comes off and the outer arm fall away. often this is the passenger side but it could be the drivers side #3 a car could have a seperate motor for each side and the wiring could be damaged to the motor a bad ground connection is possible ( seperate motors are more rare) #4 shaft through the firewall to wiper snapped. I would never advice JB welding the cog to the arm, if the arm ever got damaged, the tension spring get weak your SOL! they sell replacement cogs for the shaft, the shaft is almost always a rounded cornered rectagle the gog will be shapped a bit like a bell on the outside. a very small puller can remove the cog perhaps a battery post puller would work!
first af all check the nut that holds the arm to the wiper tansmission. typically, thats the problem, if the nut is tight, it is probably the wiper transmission that has failed. i would try to tighten the nut that holds the arm on . since one is moving , that indicates the motor is working ,so rule that out, give the nut a try
