What do I do wrong when I bake chicken breasts?

This is the fourth time when I am trying to bake chicken breasts with bones and it is again a disasterThe recipe calls for 15 minute of baking but my chicken breasts takes sometimes up to 1 hr to cook completelyI use 450 F and it quickly starts smelling like it's burningIs my oven broken or is it me? I use a flat pan covered with foilI am not good in cooking in general but trying to learn.
