No, they are not above the law, but you need irrefutable evidence against them to get them in trouble. The state has deemed them trustworthy and their actions are always justified unless proven otherwise. It is the same as the word of a judge, its always right unless 100% proven otherwise. So, with that said, don't break the law and you won't get a ticket. If he does it? You can certainly try to get him in trouble for doing the same thing but you better have some good evidence to prove it. Walking into the police station saying, This guy gave sits at a fire hydrant and gets donuts, while ticketing me for doing the same, they might listen but nothing will be done about it. You might even get in trouble for trying to slander an officer without probable cause. Next time he does it, snap a photo/video of it with your phone. Bring it in and show them. My guess? You are just pissed off because you were sitting at a hydrant for 10 minutes (that you claim in seconds) and you got a ticket. I guess $115 is better than having a fire truck come by and have the fighters demolish your car to get to the hydrant you blocked.
