what does the 1/4 plastic tube running from the cold water tap into the cement floor in the basement do?

the tube is running from the cold water tap of the laundry sink. there is always a trickle of water. the tube appears to have been placed in the cement floor at the time of construction. i can think of nothing it feeds. would like to get rid of it but want to know why its there first.

1/4 plastic tubes are usually for icemakers in refrigerators-freeezers. Where is it trickling to?
My air conditioner drains condensation into a tube like that. Dont know if thats what it is, but could be a possibility.
could be a trap primer. If you have a floor drain in the basement floor, this line trickles water into the trap under it so it wont dry out, keeping the sewer gasses in check. If no floor drain then I dont know either!
there is probably a sump of sorts that leads outside, pour water down the hole that has dye in it and see where it comes out
