I've read all of Jim's poetry books, and I have all his albums. Most of his poems only make sense to him, unless your high. I found his poems to be a lot less enjoyable when I quit smoking pot.

It means Jim was seeing an Army of vacuum cleaners when he wrote it.
Vacuum cleaners = consumers eating, buying, using, and discarding everything in their paths
