Answer:

I always prefer a blanket to be a little large than a too small or tightIf your horse gets rubs from his blanket then you have sores to deal with that will force you to leave a blanket off of him completely until they heal Also, for winter, I tend to prefer the blankets that are more in the turn-out style, so they have a little higher neck and a tail flap to keep the air from blowing in under the blanket in the back and to keep things from rubbing in the front.
Too big is always better than too small! If you think he is going to put on weight, then definately get the next size upJust make sure it's comfortable, so not too baggy :)
I would also say the next size upThink about itWould you rather have a coat that is too small and is pinching you or one too big that you can move around in.
I would get the next size upIf you have a rug that's too small then it can rub, usually on the shoulders or withers because rugs almost always slide backIf the rug is a little big it will slide but even if it fit perfectly it might slideJust make sure the rug is slightly forward with a gap at the front to account for it sliding backYou won't be able to do this with a smaller rugAlso if you get a bigger rug you could always put a fleece underneath if it gets extra cold.
