What is considered a bad tire?

I had got 2 used tires from this place not too long ago.After I put them on my car starts bumping.I know my car needs an alignment but it shoudnt be bumping like it was.Later,my mom had a blow out.All the metal inside the tire came out on the side.The tire had small cracks in it as well.Was the tire bad?At the same time I had a bent rim on the other side but that tire didnt blow.I been riding on it smooth before I got those 2 used tires.

You never should put used tires on a car because you don't know what they have gone through and you wont know that direction they were originally going and yes a tire that has been going in one direction for many miles cannot be put on a car going the other way.
sounds like the tire had a ply separation,which may have caused air to escape from the casing in between the layers(plies) of the tire weakening the casing resulting in the blowout, alignment problems will not cause bumping, unless a suspension part is in the process of falling off the vehicle,however the bent wheel may have contributed to the early demise of the weak tire, one should never drive on a damaged wheel, they can create some very dangerous handling characteristics, also the type of defect i suspect you had is rarely discern able on an un inflated tire, weather-checking, is common on used tires small cracks in the outer surface of a tire are common on used tires, which are risky to begin with, why is a used tire not in service on the original owners vehicle? more than likely because they didn't meet his needs any more(junk)
