Don't let your cats out side! If you let your cats out side, this is the sort of thing that can happen. Yes, they killed the cat, but it is your responsibility to keep your cat inside where it is safe! Especially in that sort of neighborhood. I bet you could at least inform them that it happened and that you have a video recording of her doing it. Can you see the license plate of their car from the video? I would definitely go to the police and bring the video.
A police presence and the notice of the media are two legit ways. The price of speeding tickets continually given is a good deterrant. You can't put a speed bump into the road without city approval, contact your city alderman (or approrpiate office in New Zealand) to get this done.
