Cellphone tracking software like Apple's Find My iPhone needs to be installed and correctly enabled beforehand. If you did not configure this type of software before the handset loss, there's nothing anyone here can do. You could report the phone as stolen/lost with the local police. It's possible although somewhat unlikely that someone turned it into the local law enforcement officials.
