I agree that it looks like quartz If you have a peice of glass or an old compact mirror scratch the crystal on it. If it leaves a mark its most likely quartz. Also those smally crystal heads look like quartz
it does look like milky quartz, with maybe some magnetite (black); but it looks too glassy. by all means, do some tests on it, as suggested by other answers. and let us know the results, okay? i think it will probably turn out to be some form of calcite, with chemical weathering on the surface.
