What is the best way to keep an upstairs aparment cool in the summer?

I live in Texas and it gets hot this time of yearAnd we live in an upstairs apartment and we constantly run the air conditioner and our apartment never stays coolWhat could I do to keep it cool??

Some do and some do notIt depends if it had that optionThe blinking light does mean it has a security system.
I doubt it, I have a 1994 model which is near luxury that people are skeptical of having a factory alarmA 1990 Miata is old and they were made to be cheap for the level of performance they offerThe keyless entry system is probably aftermarket.

Do you have an interior apartment (ie.-between other apartments) or are you on an end?
