what is the best way to make a car alarm stop?

there is a car outside and the alarm has been going off for 10 minutes and its not being stolen. i want to call the police or a tow truck. i also want to throw something at it but dont want to get in trouble. what is the best way to make this stop???

pull your car up next to it and then hook jumper cables from your battery to the undercarriage of their car. Start your car. Electrical surge should overload the alarm circuts, frying them. It will also fry the computer that controls their car's engine though, so make sure no one sees you do it.
Pretty much any after market part modifying the intake has the potential to be illegal. If the parts are legal, they will have an EPA sticker on them designating them as legal in California. If in doubt simply take it the CHP office and let them inspect it.

If you can Open the hood try to disconnect the negative lead of the battery then leave a note and hide the wrench telling the location in the note and how to put it back on I have my car in storage so I disconnect it after I run it to charge the battery. its really easy to do and fix and as Lon as the guy isn't insane he probably wouldn't call the cops just reason with him
Call the police. Any other option would most likely be illegal and get you in trouble. If it happens on a repeated basis, your complaint should be listened to and acted upon. If you try to do something to shut the alarm off, you could be viewed as attempting to steal/break into the car and find yourself in court. Your complaint, and patience would be in your favor.
