A loader usually has a bucket on the front to load dirt, etc.. A tractor may be used strictly for pulling, like a common farm tractor that pulls a plow behind it, but does not have a bucket on the front (or back) to load dirt onto a wagon or truck.
A loader is a part of a tractor and a tractor is a tractor, AG tractors have add on implements such as loaders, back hoes, skip boxes, ect ect ect, that can be removed easily, where as a construction type tractor, Skip loader for example has only one purpose, move dirt, and removing the loader isn't something even an experienced tractor mechanic likes to do, oh and the loader is the big bucket thingy on the front of the tractor in case you were wondering.
