There are lots of ways to move a car if they need that hydrant, or they can just work through the car. Fast and simple - smash as many of the windows as they need to and run the hoses through the car. Use a large truck to push the offending vehicle out of the way. Fire fighting vehicles are pretty powerful, they can push most vehicles out of the way. Use the winch mounted to the equipment truck to move the offending vehicle. OR They could waste a lot of time waiting for a tow truck to remove the vehicle. If they go with brute force it's probably going to damage the transmission of the offending vehicle. Pushing the vehicle would probably add body damage. The department would not have to pay a dime in damages.
