Well done for rescuing that poor dog. Don't rely on on them understanding fire and fireplaces. My greyhound certainly didn't when she visited a friend's place but I was ready for the problem and kept her on the leash for quite a while until she'd had a chance to suss it out properly. Some rescue dogs won't have seen any normal domestic things so take it easy with them. Masking Tape X's on glass doors etc comes highly recommended. Best thing you could do is let the fire go out and put in a crate or big cardboard box with something comfy in the bottom; it's the draught they don't like.
I dont really understand the question. I cant discern from the information provided what happened. I think that if there is intentional (or negligent) causes in the incident, the fire department has the right to re-coup any of the costs they incurred.
