where bolts and such are concerned, thread size is always given in the form of 3/8-16 or 3/8-24 I assume the 3/8 is the diameter, so A. what does the 16 or 24 mean, and B. what is the thread size of a 3/8 bicycle axle?

Front axles on most modern cruiser bikes are 3/8x 26 tpi and the rear axles are 3/8 x 24 tpi. One exception for example are that Shimano Nexus and Alfine rear hubs are 3/8 x 26 tpi.
Why do you feel the need to buy such a simple item on-line? By going to your LBS (local bicycle shop) you are assured of getting the right part from a pro that lives breathes cycling 365 days a year. And no shipping cost! Upon an additional look - that bike does NOT even have a skewer!!! It's bolted on with a nut from each side. See your local bicycle shop. Five minutes worth of your time may result in $500 worth of knowledge! If it's bent - it's broke. Edit: If that poor attempt at an insult was aimed at me - then why do ALL three answers say the same thing? Take it to a bike shop! It's broke. The rear axle is bent. You're not going to fix it by browsing the Internet.
3/8 is the diameter of the axle and the -16 or -24 is the number of threads per inch. this is called thread pitch. Now here's the tricky part. Axles come in BOTH thread pitches PLUS metric that is so close to 3/8 that it can be easily confused if you don't actually measure the threads with a gauge. Don't confuse the diameter of the axle with the size of wrench needed to turn the nut. This too comes in a variety of sizes but are mostly 15mm. Yep. US threading with metric wrench.
