What is the tube next to the microphone making that weird noise?

I've seen some rock/alt musicians have this plastic tube attached to their microphone and it goes down to somewhere near the monitors? I don't actually know where it goes. But, they put their mouth on it and the microphone (at the same time I think) and they sing(?) into it and all these strange/cool sounding noises come out. What is it called? How does it work?Thank you!
