What is this under our rugs?

We have rugs in our house that cover a large area because we have wooden floors. We have had them for a few years and there is a lot of dust that is sand colored that doesn't go away easily even with vacuuming. My mom thinks its just backing from the rug and it's normal. Were planning to get rid of them soon but is this dust/sand stuff really harmful to breathe in? It's been there for years but we don't move them around or anything.

If the dust is not in the air it should be alright.

It is a combination of dried backing and dust. I would suggest wearing a mask when you take them up. If you have dust allergies, it will certainly give you grief. Rugs not only need to be vacuumed on top, but should periodically be rolled up and vacuumed underneath as well, then the wood floor cleaned before putting the rugs back down.
