You could melt your soft plastic on your stove in a pan, in your microwave inside a glass container, or inside a lead smelting furnace. If you melt your soft plastic inside the house, it advised that you have all windows open and all ventilating fans on because the smell of molten plastic won't be too pleasant.
Plastisol. A formulation of polyvinylchloride made especially for soft plastic lures and available from a number of suppliers. Or as said, re-melt your older worms or bits and pieces on an electric hotplate or in the microwave in 15 second increments until the plastic reaches a syrupy consistency. About 325 or 350 degrees so be careful. And don't let it start smoking.
