what kind of furnace do you have? if your getting cold air the problem is with the furnace, not the ducts or the filter. when you turn on the furnace, you should hear it fire up before the fan comes on. if it doesn't you need to check the pilot light or the electronic ignition. if you have a pilot light, there is a small copper thermostat that the pilot light burns on, that tells the furnace when to light the burner, that could need replaced. take the cover off the furnace and have someone move the thermostat until it clicks to go on, and make sure that the burner is being lit if you have a gas furnace. if you have an electric furnace, make sure the circuit breaker is on. you might hear a fan come on but the furnace itself might be on another circuit breaker. if you have an electric ignition system, that might be out.
