What's a better electrolyte than baking soda that is less caustic than Potassium Hydroxide?

I'm using a small HHO generator to fuel a model airplane engine turning a small modified ceiling fan motor/generator to charge the battery running the HHO cellPlease do not suggest salt, I'd rather deal with Potassium Hydroxide than the chlorine gas salt produces along with HHO.
