Yes, it can. It will force the signal into the mobo and can possibly fry the mobo/NIC whether the power is even plugged in or not. This has happened to me before, and luckily my main computer was behind a hub,and I believe the hub was able to absorb the shock, but I lost another computer.
A CD is a layer of reflective material sandwiched between 2 very thin discs of laminated plastic. If the water has somehow damaged the reflective material in the middle of that sandwich, I don't thing there is a way to fix it. Polishing the surface won't fix that layer. Sorry-
