A little background:I am building a spud gun to shoot nerf darts, and I need to know what size pipe would be best for my project.And yes, I am set on copper because I love the SteamPunk look!

it does sound like your brake booster is bad but get a garage to check the one way valve in line to booster and make sure it is working and that you have vacuum that is required
Brake booster sounds more like the problem.
Copper is NOT considered a barrel material. It is too loose on all kinds of darts and foam. Instead, buy 1/2 CPVC, 9/16 Brass or 17/32brass. They fit stock darts and 1/2 foam backer rod, the most common foam used for Nerf.
