Answer:

Usually Lowe's and Home Depot will let you use a blowing machine if you buy a required quantity of insulationBlown is best as it seals betterCheck with them and enlist a friend to keep the hopper fullEasy to do.
I prefer the blow in stuffDid our house in an afternoon but it is at least a 2 person job1 person operates the application hose end in the attic while the other person feeds the bags of shred into the hopper at ground levelIt is messy but it works and has proven to be effective in reducing our energy billsWe also determined that we got a greater R factor for the money by using blow-in.
If your present insulation doesn't come up to the top of the floor joists, fill the void with blown-in insulation from a bag to make it even with the floor joistsThen roll out UNfaced insulation perpendicular to the floor joists.Make sure that you don't block the air flow from the soffit vents.
I'd agree with the blown-in method but the machine for it is extremely heavy and difficult to move or load onto a truckMaybe call some local contractors for estimates or some companies advertise that they will bring you the machine and materials.all you supply are two people to operate the machine and blow in the materialI've done it several times with my brother on home rehabbingFigure about 18-20 inches of total depth for good R valueBatt insulation can be done easier but it may be hard to get it installed tight to each batt and not have any air gaps.
dry, dry, dry! probably around 60-65 degreesyou have to make really sure you keep it in a moisture free place.
