what type of packages need to be signed for?
1 or 2 hydrants per average block of medium-density single family housing. (Take this with a grain of salt.) 3-4 hydrants per block for townhouses. See the rules for hydrant spacing for my county in Maryland (referenced below).
Verify that the battery is in properly. If that is not solved the problem the unit needs to be replaced. They are designed for a 5 year life span but may last longer.
