Most multi-purpose dry chemical extinguishing units contain monoammonium-phosphate. This is a mild corrosive and will pit and damage painted surfaces over time, particularly if it got baked in as you said. Try washing and using a good wax and a power buffer. This could help (and it sure couldn't hurt.) If that doesn't do the trick, a new paint job is the only option. Sorry.
