Could you use bicycle wheels for small children's bikes? Those come pretty small nowadays. You could probably ask about these wheels at a local bicycle repair shop or bicycle shop. The wheels from those jogging strollers might also be a good idea for you to look into. I don't know where you'd get those, other than at a thrift shop by purchasing a stroller.
