When a cashier bags an item in bags that a customer brings in, isnt that a safety hazard?

Besides the obvious, some people are not clean. They are not safe simply because you dont know whats in them. Today in the market this lady got really angry because the cashier decided to bag the grocery's in plastic bags first and then sit the plastic bags inside of the women's bag, I guess she didnt want to stick her hand in the women's bag, which was really dirty btw. I guess my question is with everything floating around these days should it be forbidden for cashiers to bag a customers items in a customers bag? I know alot of people do not think and/or care about retail workers health but we all use them so we should care because everything they catch from dealing with filthy money and raw meats with leaky packages, we are at risk to catch when they give us our change or touch our food.

I want to say 97-2004 will work but I could be totally wrong. If it were me I'd just take it to a body shop and ask them
