When I try to access Display properties through Control Panel the exact same, nothing happens. I can't change wall papers, screen resolutions, windows theme etc.I even tried making a dummy admin account to access it, but I got the same results.I'm running Win XP.PLEASE HELP!

try using the heater again and see if it sets if it sets off the alarm. It might not have even been the heater. I would call the maufacturer and explain what is happening. You may need a better heater
