Question:

when moving into an apt should there be new carpeting?

Is it the landlords responsibility to replace all carpeting before a new tenant moves in?

Answer:

No. It just needs to be cleaned.
no they are not required to provide new flooring with every tenant
noooooo....that's silly...and costly. It has to be cleaned, not replaced. The walls are supposed to be repainted at least every 5 years as well.
No. The carpeting should at least be shampooed before a new tenent moves in.
Only if new carpet was part of your contracted agreement. If you didn't ask for new carpet/ didn't offer new carpet when showing the apartment or before signing the lease all that has to be done is a clean.
