Question:

when they say universal car parts does that mean they work on any car?

like exhaust system and suspension kits

Answer:

Universal means it doesn't fit on any car.
depends on your state. IN Nevada they post warnings that you must have chains or a 4wd. So I would just check with the local authorities. You may not be able to pass.
Normally, I'd say yes. However, if you are in an area that you have a long winter and a lot of snow, I'd go with something like a Bridgestone Blizzak.
I would say yes, but more like shifter knobs, a muffler, tires, wheels. Parts that aren't needed to be fabricated in order to fit like doors, alternators, engine blocks. Those parts need to fit on the same exact car.
Exhaust systems usually dint even fit the car they're intended for very easily. Suspension is usually one size fits all, but don't push it to much.
