The purpose of this lock is not to keep criminals out, but to discourage snooping by apartment managers etc. The lock has to have a cheap-and-easy-to-replace part that breaks when you try to force your way in, so the manager can get in during a legitimate emergency. But it should make it obvious that it's being broken, so the manager will be discouraged from idle snooping. The lock has to be invisble from the outside, and normally unlocked by some kind of a gadget that transmits some kind of signal to it. If that gadget fails, the lock can be opened by force and repaired cheaply and easily.

Only touching one while insulated would not do it. That's why birds can perch on electrical wires safety. Update a. Sticking his tail in would probably not help much. Make sure it's not a GFCI (Ground Fault Circuit Interrupt) protected outlet like those in more recent bathrooms and kitchens, as those could limit the current to under 15ma or so. I won't go along with your mistreatment of animals, but let's say you stuck a conductor (no animals allowed) into one hole of the outlet, but while wearing a non-conductor (e.g. rubber gloves) it shouldn't complete a circuit. You would have to connect both holes of the outlet to get currency flowing.
