The answer is that by they you are probably refering to the Chinese or some other third world country that exported the ammo to the USAI've used steel cased rounds in an SKS and AK-47 rifleThey shot just fineBut I would never want to use those steel cases in any of my better riflesWhy? Because the idea of steel on steel inside the chamber of my rifle would mean that it would start to wear at the steel chamber of my rifleThat's not a problem for the Chinese military, that uses cheap AK-47s that they make in their communist factoriesSo, the answer to your question on why they make themBecause it is cheap and they make them for military purposes, where their recruits are expendable and so are their riflesThe whole military doctrine of most communist countries is to throw as many people at the enemy as possible; they simply don't care about casualties because of their large populations.
