That sounds like a scam. If that's actually a law, California is the stupidest place in the world.
They are roughly equivalent. Personally I think Suzuki just generally makes a better product, but I know a lot of people love Kawis and we're all entitled to our preferences. If you just want a really, really fast bike, you'd probably be happy with either of them.
